Close, but something is unsaid

Usually one of two things: your manager does not actually know you want it, or you cannot name what is missing. Both are quietly fatal, and both are fixable in one conversation.

Ask what specifically would need to be true for you to be promoted. A manager who cannot answer that is telling you something useful too.
